General information

In this section, you can find basic information about the electricity market in Bosnia and Herzegovina, the categories of customers who are free to choose their electricity supplier, as well as the steps needed to become our electricity customer, whether you are connected to the distribution network of JP EPBiH or to the distribution network of other power utility companies operating in Bosnia and Herzegovina. The Law on Electricity in the Federation of Bosnia and Herzegovina defines “public utility” as a public service for the supply of electricity to final customers from the category of households, small customers and final customers of special social importance, whereby:

  •  “Customer from the category of households” is a customer who purchases electricity for use in his own household, excluding commercial or professional activities.
  • “End customers of special social importance” are entities whose facilities are connected to the electricity distribution system with a voltage of less than 1 kV and which perform activities and tasks of educational, humanitarian, social, religious institutions, organizations and associations, employment and accommodation tasks of special groups of people and other jobs of special social importance, as determined by the decision of the Regulatory Commission for Energy in the Federation of Bosnia and Herzegovina.

“Small electricity customer” is the end customer “legal entities and business entities” that cumulatively fulfill the following conditions:

  • less than 50 employees,
  • total annual income of up to 8,000,000.00 KM,
  • all properties connected to the electricity distribution network with a voltage of less than 1 kV, and
  • the electricity consumption of the previous end customer in the previous calendar year, i.e. the planned consumption of the new end customer, is less than 50,000 kWh.

“Public supplier”, which provides a public electricity supply service within the meaning of the Electricity Act, is an electricity supply company that supplies electricity to small customers, household customers and end customers of particular social importance who have not opted for a supplier on the market.

JP Elektroprivreda BiH d.d. – Sarajevo, as a holder of a license for electricity supply – first order license, in accordance with the status and obligations assigned by the Decision of the Government of the Federation of Bosnia and Herzegovina on the Determination of Public/Universal Service Provider and Reserve Supplier, is entitled and obliged to provide the service of public electricity supply to all end customers with electricity with energy who have the right to public supply.

Public electricity supply includes, inter alia, the provision of standard quality public electricity supply services at reasonable, easily and clearly comparable, non-discriminatory and transparent prices to all end customers of electricity who are entitled to this type of electricity supply.

The supply of electricity within the framework of public electricity supply is carried out at electricity prices approved by the Regulatory Commission for Energy in the Federation of Bosnia and Herzegovina (FERK), which ensures the transparency of electricity prices in public supply and their economic justification.

The contractual relationship that guarantees the rights and obligations of the electricity end customer and the electricity supplier is governed by the electricity supply contract.

The Electricity Act defines the reserve electricity supply as a public electricity supply service for end customers who are left without an electricity supplier under certain conditions specified in the Electricity Act.
